Bump to 1.2.9 (#66)

relay.nostr.band went down and stayed down. Every node running 1.2.8 or
earlier spends ten seconds of every discovery pass waiting for it and
writes an error line each time -- the seed logged 2029 of them. #64
replaces it with a relay that answers and backs off from any relay that
stops answering, so the next one to go down costs nothing.
