build: ask apt for libboost-dev, and update the package lists first
libboost-system-dev is gone from Ubuntu 26.04 -- Boost.System has been
header-only since 1.69, and this tree only includes two boost headers
and links no boost library. The recipe also installed without an
apt-get update, so a fresh image failed on stale or empty lists.
